Joint Statement – Angkor Beer Promoter Protest

Independence Unions and NGOs who are working in Labor Rights Sector in Cambodia are focusing on workers who are working in Angkor Brewery in the role of women serving beer are doing a strike in front of The Angkor Beer Company, Khan Pou Senchey, Phnom Penh, from Jan 16, 2016 till now. The strike is in order to demand such as: (1) The Company must maintain the same working hours, 02 to 09 pm as before. (2). The company must stop to use short term contract based on the arbitration’s injunction, N0336/14-Cambrow, Jan30, 2015, dispute point N03, paragraph N03. The new company’s policy, working house, which will be started at 03:30 pm and ended 11pm are without thinking of the workers’ welfare, pregnant workers and children. Adding, Company always put the short term contract for threatening to stop workers who dare to protest their labor rights. We understand that the company’s new policy will make workers go home late and we are worrying about their personal safety as well as husbands, children and homes. These factors ,on behalf of the institutions that are working in the field of labor, we see that the new policy and the using of short term contract for forcing workers to accept the new policy which not leave rights for women workers to make a decision on appropriate conditions and situation. The new policy of the company is violating of the women workers’ right and voluntarily work based on the national and international instrument such as (1) The Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) , which Cambodia ratified in 1992 . (2) The Convention No. 29 on Forced Labor or obligations of the International Labor Organization (ILO), which is the Kingdom of Cambodia has ratified on February 24, 1969. (3) The Constitution 1993 of the Kingdom of Cambodia, Article 36. (4) Labor laws 1997 of the Kingdom of Cambodia in, Article 15.

As bodies are working on labor rights and rights women sector, we do support women serving beer, who are demanding to keep the old working hours, 2 pm and 9 pm. We call for Brewery Angkor to respect women workers’ rights additionally; we would like to condemn the company for termination of the short term contract as conditions forced workers to accept in the new policy of the company, then absolutely. We would like to emphasize that all of us will continue to follow up the demanding of the workers until the women workers got the appropriate addressing and fair.
